Is the Beach Billy for free?
I told my friend that we recieved a free skin today and when she checked the store it was not free on her end.
Hillbilly -3rd Degree Heat appeared already owned in my content listing on the day the news update dropped:
SHE informed me that an incident like this happened to her once with her auric cells and because she didn't report it, her account was deleted by the company... so I am reporting this out of concern.

It appeared at the bottom of my features list as "Already Owned".

That's a Rift skin, you probably obtained it for free from a Rift a long time ago or something and never realized it.

This video literally showcases it and explains it was apart of the Rift. Plus I literally have the same outfit, I got it through the Rift, I remember it vividly. Sometimes Rift outfits come into the item shop to be purchased by others once the Rift expires, that's why the item shop has a lot of recolored cosmetics.
All it takes is a good search to find it.
