This is an overreaction. While BT can last getting up to the stairs, you still aren't out of danger and if you have nothing to use nearby you really aren't getting far before getting put back into the basement.
Basement is still good at what it does, being a strong location to hook survivors in.

Exaggerating a little bit, but it generally won't be worth spending a good chunk of time traveling to basement for a risky hook a lot of the time. If they have actual BT from the perk itself that's another beast.

Kill the person who rescued them? You know... like you should be doing?
Basement was always a risky hook 9/10 because it's out of the way for little reward.
Survivors mostly take hits anyway in basement, the 5 second timer wasn't just a problem in basement, it was damn near useless in almost every scenario.
