Did the devs forget about Doc's portrait?

During the character graphic reworks a considerable amount of time ago Doc received a significant graphical update. However, his portrait still contains his old model which is distinct from what he currently looks like. Other characters who got a model update (like some survivors) had their portraits changed with the release of their updated graphics. So why is Doc's still outdated when his portrait stands out from what he looks like now?
