Nurse QoL Buff: Visual timer for chain blink window

A white bar timer around the power icon to show how much of the chain blink window time is remaining would be nice. Would help with under/overestimating the 1.5s.

Nurse deserves no QoL changes. The skill in learning her includes learning the timing of her chain blinks

Nurse technically already has this, the flickering on the side of her screen after blinking is timed exactly to the blink window
