Reassurance buff will heavily improve solo Q
As it is right now, because of how little time Reassurance adds to the hook progression and how close you have to be to activate it, Reassurance is just a slight inconvenience for the kind of player who is used to camping as their primary strategy to win matches, without really outplaying anyone or getting better: They simply wait out the hook progression, forcing a snowball with no consequences for the killer, in the average random survivors match. This is an unhealthy habit a lot of killers have had for years now, which has provoked tremendous amount of frustration, and is one of the main driving factors of the poor state of solo Q, together with tunnelling. Now that they are finally, after 6 years of doing nothing about it, starting to discourage hard tunnelling, it is time to take the final steps to make Dead by Daylight a much healthier game.
Reassurance needs to have its range increased to at least 8-10 meters and its base duration buffed to at least 45-60 seconds per hook stage. This will make it worth it for survivors to stop repairing, go all the way to the hook (which sometimes are ridiculously far especially in maps like Police Station) and in case the survivor on the hook is being camped, activate Reassurance, go all the way back to the generator, and continue repairing, to hopefully finish a generator while the hooked survivor goes into second stage.
This won't hurt killers that aren't actively camping and not leaving the hook, will only really affect the ones that make hard camping and face camping their primary strategy to win.
SWF will barely notice this, they can already coordinate around hook saves. Solo Q needs this desperately, to turn the most frustrating experience in the game into a much more bearable role.
And while solo Q defintely needs a lot more Quality of Life changes and that's not going to be fixed by a single perk, it's a crucial step in the right direction.
Solo Q has been neglected for way too long.

Not against the people its meant to counter. Get within 6 meters of a hook while bubbas there. Ill wait. And the 30 seconds isnt worth on some maps getting off my gen running over and running back. I gain like no time that way.

No. The idea behind reassurance is that you give the killer another target in exchange for +50% their hook timer. It's not meant for you to hit it and run back to your gen for 30s cuz you got spooked of the killer.
Also blah blah blah solo queue. Take a shot every time someone awkwardly tries to hitch their argument to how spooky scary bad soloq is and you'll die of alcohol poisoning.

Honestly? No from the survivor perspective. 60 additional seconds doing nothing? I've never done it before, but that would be a point of alt + f4 for me.
