My solution to survivors giving up on first hook.
Give survivors the classic 3 attempts to escape but make it so their red bar doesn't go down. Let me explain.
Right now you die faster by attempting to escape. Remove the part where you die faster so you have full 60 seconds on first hook.

...So they have an about base 11% chance of free escape each?
Yeah sure I'm sure it's totally fair.

But then everyone would just have 3 free attempts to unhook themselves. You would be dumb not to take those. Every survivor would have the chance to unhook themselves with no draw back.

First of all, this would just mean that every Survivor would just try their 3 escapes, because they have nothing to lose.
Second, if someone does not want to play, stop trying to make them play. At best they will be AFK after the unhook, at worst they are sandbagging their team. People who want to go out of the match should just be allowed to leave, there is no point in keeping them.

I just want to have a normal game where nobody gives up. Yesterday in the afternoon it's been horrible to play as killer because of this.

Fine. Then I'll make sure to keep them in the match as long as possible.

Forcing someone to stay in the game won't mean they haven't given up, it just means they'll find alternate ways to ruin your game. Like throwing down every pallet, following you around missing skill checks, making loud noise notifications near you every 3 seconds, etc. You won't get a normal game, you'll just get tilted further by them.
