Using Weskers power for mobility isn't always good idea
The difference between walking from point A to B is less than 2 seconds. So you are not really saving much time but you in process lose all your charges. These take several seconds to recharge. This can cost you if you find someone right after that because you can't use your power on them. Also if you get stuck or stopped by an object during your dash you pretty much gained nothing or more likely got slowed.

I find it useful for the peer pressure it gives to the survivor to hear that.
Also, tbh, since his power is mostly useless on loops, it makes me use it more. That's a few BP gained.

I agree, it is not good for mobility. And when i say "mobility", i mean map traversal. In that sense Wesker does not have mobility.
Also, they've put an undifferentiated cool-down of 3 seconds on his power, even if you did not hit a survivor with it. So, the cool-down eats more time than it should, when you try to use his power for mobility.

I personally find it useful if the survivor has sprint burst, lithe, or balanced. It's better I think to be able to catch up to them in seconds that way their distance they made meant nothing and to chase them easier so you don't spend all that time catching up to them and then looping for a long time. Any time the killer can save to catch up to them is really beneficial.
