He needs a longer cool down time between dashes and nerf the range. He keeps getting me through walls or windows

Strongly disagree. His power is very situational, and the cooldown and recharge are punishing enough.

People are asking for those to be shorter/longer. Personally I think those people and you are both probably wrong. Seems balanced enough as it is. His power is hard enough to use, doesn't need to be a bigger pain. Power is also an easy enough to use that it doesn't need to recharge any faster.

That you get hit through walls is due to latency. Completely normal. Also happens with Huntress or Nemesis.
He can't easily bait DH if he misses his first dash, can't lunge or curve like Blight and if you misjudge the timing of a dropping pallet you don't vault it.
With his fixed hitbox he's fine now.

His cooldown is already pretty long (12 seconds until both charges are recovered).
He can only move on a straight line and may get stuck on objects. Just get behind an object and you should be fine. At long distances it's harder to hit because he cannot turn during dashes.
He needs to charge his power before using it, giving you time to get out of his line of sight.
Wesker's power is fine and does not need nerfs.

No he’s too op and annoying. His dash attack makes chases useless since he can catch a lot of distance by pushing one button. His dashes have too much range and hit me through windows even after vaulting through it when he’s not close.

Non-existent? He has to go through an animation every time he uses it.. it’s like Nurse’s fatigue. It requires direct line of sight to use though, and a nearby object to ram or throw the survivor into for maximum value.
He’s not a high tier killer at all, for the input required.

I can very much tell you've never actually played as him. His cooldowns aren't short and his distance only comes into to play if he waits for both charges of his power.

Not before Nurse. Nurse is basically wesker but has more potential and no infection. If they nerfed wesker before nurse, that just wouldn't be fair at all.

Are you describing Wesker, Demo, Nurse, or Blight....?
All of these killers dash over distances in one way or another.
And post window vault hits are NORMAL if the killer has bad ping (or you yourself for that matter). And bad means everything roughly over 100ms in this case.
I think you have set your mind to your version, that Wesker is OP, ignoring everything around you. How about you learn his counterplay? During the last week I played him basically nonstop. I dealt with his needle hitbox, got from Gold VI to Iri I with him and yes there is counterplay. Even after they fixed him. DH in perfect execution, sudden changes of direction, hugging a broad half height loop etc. Basically everything you do vs a Demo.

I wonder what you will say about Demo then. He has basically Wesker's first charge nonstop without a recharge meter.

Just no. He is balanced, not hard to dodge and his addons are not op.

Actually, if anything, Wesker needs buffs. His counterplay is extremely effective and competent survivors make easy work of him. All you need to do is put any kind of object between you and him and he becomes an m1 killer with some mediocre map traversal. He needs quite a few buffs to be in A/S tier. At current, he's mid-low B-tier at high mmr, and solid A-tier at low-mid mmr.

For example his promised "guaranteed hit after you vault a pallet if the survivor is too close" is barely noticeable. It happened 2 times in maybe 50 or more matches I played with him since 6.2.1.
I even went so far to test it and you really need to stand right at the pallet for that to happen. It doesn't even happen most times if you vault perfectly after the survivor dropped the pallet. The problem is that you are stopped dead if the pallet is still in motion once you reach it. While the survivor can move before that animation finishes. And then it forces you through a 3s cooldown with a pallet break afterwards if you don't have the 2nd token to vault that pallet. And that doesn't get you anything.
You can go right through Wesker after a pallet vault like you can with Legion. But Legion can hit you right after, Wesker can't. If you move only one Pixel after a vault they vault back and you can't do anything because of your cooldown.
Then you can bounce off and miss a grab because some chair leg was a mm in your way.
You can't lunge, you can barely bait DH, you can barely adjust to jukes without the Egg and distance hits are completely based on your and the Survivor's connection and the reaction of that survivor to dodge the hit (wich is similar to Demo).
You can't really fake your power like Demo or even Hillbilly, because even tapping M2 slows you down to turtle speed.
I don't think Wesker needs a lot of buffs, I only think some aspects of his power need to be polished to make him a bit easier to control.
