Wesker hit after vaulting pallet bug or not?

I was on the swamp map at the lower pallet of the ship, I vaulted the pallet when the survivor I was chasing dropped it in which they stayed in the same place as when they first threw it down (They did crouch though). After the vaulting animation was complete I suddenly hit them putting them into the dying state

Unless I am misreading the English, it is probably not a bug.
The 6.2.0 patch notes describe what was added from the PTB.
