Camping and Tunneling
So plenty of people complain about killers doing this and BHVR has added a few mechanics as well as perks to help combat it, which are good imo. However, I think in addition to the "negative" things BHVR has added for killers doing this they should also add something positive to give people a more selfish reason to chase someone else.
My idea is very simple and it's also a two birds one stone thing too: Currently you get 700 points perk hook, my idea is keep this but add an extra 500 if you hook someone different from the last. This would do two things, the first is making it actually possible to hit the new 10k cap, the second is it gives killers a positive reason to not tunnel and not camp. If you camp you get an extra 200 points for the new hook state, however if you let them get unhooked and hook someone new the next time you come back to that first person you now get 1200 points for hooking instead of 200 for camping them to the next state.
TLDR: Make hooking a different person give you an extra 500 points vs tunneling the same one. Hook Survivor1 get 1200 points, hook Survivor1 again get 700 points *VS* Hook Survivor1 get 1200 points, hook Survivor2 get 1200 points, hook Survivor1 again get another 1200 points, etc, etc.
Of course this won't "eliminate" camping but nothing ever will and wanting it totally eliminated is short sighted and shows you don't play killer vs strong teams. Carrot and Stick. Carrot and Stick.

Way to lump an entire group of people together and make a wild, inaccurate and honestly hateful assumption about them all. It's not about REMOVING tunneling and camping it's about REDUCING it. Maybe you are the one who "just don't get it."

Points are an ineffective form of combatting undesired behaviors. Mechanics are the only thing people will respond to. Bubbas can still facecamp out a minimum 2 kills, outside of a major misplay on the Bubba's part. (Not M2ing Reassurance users, and hooking where you can't Reassurance through the wall/floor. Even if you slug the Reassurance, it still forces another person to pick up unless they are a SWF and brought a usable Unbreakable/Exponential.)

You say that but provide no evidence for your claim. My evidence is that the Emblem system (used for matchmaking before MMR for those unaware) penalized (and still penalizes) camping by subtracting points from your chaser emblem, and that system would allow for deranking. That did not prevent facecampers, and they have still not stopped.
When I say ineffective I am not saying it provides no help, just not as much help as an alternative.
When I say mechanics I am referring to results. If an efficient facecamping Bubba doesn't receive the results of a minimum 2k, and instead gets a 0k, they won't do it anymore. One possible mechanic would be something similar to a Pyramid Head cage to prevent camping.

Literally this. BP isn't what motivates people to camper or tunnel. Getting kills is what does this because people want results. They don't care how much points they get.

It's worth noting that a lot of the obsession related perks ENCOURAGE tunneling. There's a killer perk, I forgot the name of that gives you the aura of the obsession I think after every gen is finished, but once the obsession is dead it gives you the aura of the other 3 survivors at once. So the best way to get use out of this perk is to tunnel the obsession out of the game.

Even with how often players can use these words wrong to attempt and justify their bad plays, it's still not fun when it actually is happening.
Camping with a small amount of gens left is way to try and secure your kill, camping with 5 gens left is ruining the flow of gameplay on purpose, making a more boring match for everybody involved.
Hooking a survivor first because they're bad in chase, don't heal, and don't leave your terror radius when they get the chance, and because you know getting someone out of the game turns the tides in your favor; you can call it 'tunneling' but it's just playing Killer, and you can't fault someone for playing to win in a PVP game. Maybe they have rituals, need BP, etc.
But specifically going after one person, and ignoring chances to hook, injure, or slow down other survivors, AKA going after a single person even if it's a non-optimal play has no real excuse other than you singling that person out. Killers ignoring everyone else to kill the TTV first for instance.
I can completely understand being upset that the game you chose to play to try and have fun is essentially ruined by the killer not playing normally and choosing to play in ways that disrupt the flow of the match. 'Just don't get mad' is possibly the most lukewarm mid take i've seen on these forums and makes absolutely no sense, nobody is 100% in control of their emotions. I get mad when I stub my toe because it sucks, I get mad when what I thought was going to be a normal game of DBD is ruined by Bubba staring at someone with 5 gens left, because it sucks. Even if I don't get mad, it still sucks. Completely understandable annoyances.

It is the consensus on any thread about toxicity or BM - 'you're at fault if it angers you'. But I've never seen a reason why that doesn't also apply to the strategies that everyone hates.

BP may not be what influences players to camp but it CAN be a reason to not camp if changes were made.
For example if a camping player who secured two kills got 5k points, while a killer who got 0 kills but hooked each survivor twice got 50k.
There would undoubtedly be some players who shifted to not camping to get more points. Just as when they changed emblems some players obviously abandoned the playstyle in favor of making sure they ranked up.

- it wasn't supposed to PREVENT facecampers. It was meant to DISCOURAGE them. Just changing emblems obviously isn't going to make everyone not face camp. But the point was to affect some players to change their strategy.
-And from my experience it has. Killers keep in mind the rules of the emblem system and work around them when they are wanting to rank up. They try to stay at least the minimum distance away unless a survivor is near.
-Camping/Tunneling becomes a problem again when either of these conditions are met.
1. The Camper has reached max rank, thus can't de-rank and has no reason to play for ranks.
2. The player doesn't care for ranks in the first place. Either because they aren't interested in the rewards (knowing they wont hit max rank cause they are limited on time, max accounts, ect.) or because they play for a different goal (rp'ing as a killer)
Changing BP interactions during matches would influence the types of players who are still trying to progress and it's more direct than penalizing rank progress.

As I was saing before, playing with bloodpoints will not do any good, otherwise camping Bubbas wouldn't exist. Cheap cheesy tactic has to be removed by game mechanic rules, not by incentives.

Camping is camping no matter how many gens are left
Tunneling is tunneling no matter how many gens are left
They should make kindred to where if the killer camps you can see their aura and survivors that are not on hook receives 15% repair speed .. that with reassurance will help against campers

I dunno about incentivising it with more points. That might work for some players that don't know any better but the worst offenders seem to be the ones that have been around a while and are bored of the usual play style, thus resorting to camping and tunneling because it's "fun" and they don't care. Played against a 6k hours Nurse the other day that facecamped at 4 gens left.
The only way to reduce camping and tunneling is to make these strategies unfun and unfeasible. Massive point reductions for every second spent doing this, along with visual indicators and effects (i.e. literally give the killer increasing tunnel vision until their screen is blacked out and they pull off).

I am not saying BP should not be used to disincentivize, I am saying more should be done as well. The max rank camping aspect is new to the current Emblems from the MMR change, as before deranking was possible. So in a way they conditionally incentivized facecamping with that change. The players who wanted to "reach red rank" are now trying to "reach max MMR", and facecamping is a net positive for MMR when it wasn't for old red ranks.
The Emblem system, while flawed, still imo was a more accurate indicator of skill for most killers than the raw kill ratio. Now to be fair, those extremes for Emblems such as Plague for Chaser and Survivor Altruism (no altruism, which could be helped with a cure vial temporary item at fountains), exposed/instadown for Chaser (double the reward if healthy->dying for a quick fix), and Wraith farming Chaser (uncloak hit = short chase, no matter how long cloaked), did need some better adjustments. You also needed 9 separate hook actions as killer for Iri Sacrifice, which can't happen as effectively when you camp out hook states.

If you act in an intentionally provoking manner and someone is provoked, you shouldn't be surprised about it. 'Just don't get mad' doesn't work when your actively doing things to try and upset someone. It is a completely and utterly inane statement to make.

Points is never the solution to things like this. I don't care at all about bp. That's not to say I tunnel very often but I play for chase not bp or winning. I think survivor's are more attracted to bp than killers.
