Firecracker Base Item Rework

Re-introduce Firecrackers into the game as a non-event Item.

Firecrackers no longer function like Flashbang. (Flashbang stays the same)

Firecracker Basics:

Firecrackers work off of Tokens, rather than charges. Using the Firecracker consumes a Token, if all Tokens are used you’re left with packaging. (So it isn’t just consumed by default)

Firecrackers emit a noise for 8s (to muffle footsteps in the area), throw scratch marks around in an area (to mislead or obscure existing scratch marks), and cause a loud noise notification to all players at a distance (as a distraction).

Addons do things such as making the Firecracker act more like a Flashbang, have the Firecracker drop with a delayed fuse, increases the amount of charges held, the amount of scratch marks made, how long a single charge makes noise, etc.
