Potentially interesting usage for potential energy
With potential energy, you can store up 1% of generator progression for every 1.5% you spend charging. That means that 1.5 generator%=1 PE%, so you're practically repairing the generator at 1%/1.5 seconds, which translates to a rate of .667%/second.
If you repair a generator normally, you repair it at 1%/second. However, with four people on a generator at once, each person repairs it at .55%/second. I haven't been able to test this, but if potential energy doesn't suffer from the same repair penalty or if there's technically only three people repairing the generator when the fourth is charging potential energy, then that .667%/sec rate is faster than the .55%/sec rate. So you could get four-man generators done faster by having the fourth use potential energy and immediately exhaust their stacks.
But again, I'm not sure how the game treats PE and generator repair penalties. If anyone's willing to help find out, here are a few hypotheses to test:
If PE is considered repairing the generator and suffers from the cooperation penalty, then having 2 people repairing a generator with one of them charging and immediately using PE tokens (assuming no great or missed skillchecks) should take around 63.5 seconds to finish the gen.
If PE is considered repairing the generator but does not suffer from the cooperation penalty itself, then having 2 people repairing a generator with one of them charging and immediately using PE tokens (again with no great or missed skillchecks) should take around 59 seconds to finish the gen.
If PE is not considered repairing the generator at all, then having 2 people repairing a generator with one of them charging and immediately using PE tokens (no great or missed skillchecks) should take 54 seconds to finish the gen.

If you're on the gen with someone the other person is still debuffed. You're still repairing the gen it's just not progressing, and the rate at which you charge up is not 100% effective meaning in the long run you waste extra time I think.

This perk is bad. You lose so much progress to the game and all it needs to get completely eliminated is getting hit by the killer. Even if it was a one-to-one trade so you do the gen for 20 charges and you charge the perk for 20 charges it wouldn't be that good. Bc all it takes is one hit and it's gone.
And with all the regression perks in mind: The fact that you did nothing for 20 charges gives the killer the chance to regress an unfished generator instead of having it already done.
And please, do not forget every Killer that always gets an easy first hit on you.

I think the best an easiest way to get use out of this perk is this: Have one person use it on the team. They start at a single generator at the edge of the map while somebody gets the Killers attention and repair it. However you use Potential Energy here.
You pop the generator as the first one is pretty easy. Then take the energy to a dangerous combination of generators who would make a pretty bad three-gen and start here again not adding the energy straight away but rather keeping it and only release it when you must.
Basically you spend addition time at the start to get a bonus for one more generator where you would have much more pressure from the Killer. However this requires good knowledge or a safe generator at the start. Combine this with a Brand New Part for even better potential: PE gives you 20%, Brand New gives you 25%, adding up to 45% in an instant to any generator.
The issue is that all combinations are only good for 3+ people playing together. SoloQ gets little to nothing from this aside from a neat animation for the perk...

Barely tbh. Only if a 4 man SWF all co ordinate the usage exactly right and avoid being hit the entire time.

I think the best application for Potential energy is un-doing instant regression done by killers
Think about it, let's say you charge up potential energy and later on you're working on a generator that's almost done but then it gets hit with something like pain res. You can use potential energy to quickly un-do the progress lost by it and probably finish the generator whereas you wouldn't be able to normally

Not 100% sure but i think you still count as working on the gen
So all you do when working with multiple people is that you debuff the others while gaining stacks slower
That said it does work rather well with prove thyself
