DBD Killers aren't pay to win - but their perks are
Sadako
Nemesis
Pinhead
What do they have in common? They're premium killers with some of the best generator regression from the 6.0 update that are unfairly locked behind a year+ lockout.
Pinhead was released on 7 September 2021
Deadlock has appeared in the shrine 0 times since then.
Nemesis was released on 15 June 2021
Eruption has appeared in the shrine 0 times since then.
Sadako was released on 8 March 2022
The odds that Call of Brine appears in the shrine before March 8, 2022 is likely to be 100% because the "random" system is not in fact random.
Please take all the "free" perks out of the shrine. The only reason they exist is to "water down" the chance of the premium perks from appearing in the shrine.

You’ll likely never see those perks in the shrine, ever. If they claim that the shrine is random, then they are lying. BHVR aren’t stupid - they know what will bring in money. There’s a reason the best perks are on licensed characters that can only be purchased with $$$

Save up shards. Or ask someone to buy them for you for Christmas. It’s gotta be less than 20$ total for all 3.

I usually keep about 40k shards.
The shrine was introduced as a means to give players access to DLC perks (nearly a direct quote from Dave in 2016).

It took two years for Surge to be on the shrine.
Back then PGTW & Ruin were the only regression perks since they were stronger than Surge.
After their nerfs the only perks i see are CoB, Eruption and Jolt.

It's not fair to limit what appears in the shrine artifically so people buy the DLC when the entire purpose of the shine was to let people who don't have the DLC to get access to perks.

On the other hand, a killer costs less than a burger and fries, and they even throw a survivor in with it.

you cant buy license perk thru in-game currency because its license, the license holders want their $$.
BHVR is not going to fork over money on your behalf to get single perks and/or killers.
so anything license is only from DLC

What the shrine truly is, is just something that they can point at and say "See? DbD is not P2W." It's all about plausible deniability.

There are games that are free to play and you only pay for the cosmetics, and they are pretty successful at that.

I have said that all perks should be released into the bloodweb on release for free. It makes the most sense if you are actually power to the player after all. Which we know Bhvr isn't...so obviously it's not down that way.

They were offered on the first day that the Halloween DLC was released.

It's fine to have paid content that people can access "now" by buying the DLC. Pay to have it now is fine.
Keeping the game in a "pretend" state of free content to perks with a random srhine is complete garbage.
There are enough perks to have the shrine just rotate through all available perks with no randomness. Let each perk appear once and then lock out its appearance until every perk has appeared. There are a ton of perks and each week you see two from each side. That means you would have to wait a while but eventually every perk would appear once per "year".

multiplayer games require a steady stream of income to maintain and develop. they cant just give stuff for free. they need you to buy it.

I'm not a fan of it myself, but what's the answer? No good perks on licensed killers?
That said, you can get all three of those killers for less than the price of a burger and fries.

I'm not interested in supporting unhealthy game practices. The shrine was introduced as a way to give everyone access to DLC perks. It is clearly not living up to that purpose.
Why is the shrine not a random fixed rotation that can't repeat until everything has been in the shrine before a repeat? Perks could still take 6 months or longer to appear given how many perks there are in the game.

A DLC every 3 months consistantly is also much more frequent than any other business.

The shrine needs an overhaul. Perks should be guaranteed to show up in the shrine 90-120 days after release or something.

I wouldnt be surprised if Ecrutchion and Brine appear in the Shrine a few weeks (maybe between 2 or 4 weeks) before they announce their nerfs.

Consider as well you can play survivor for free and have zero issues.

Here's the thing.
I've spent, in total, maybe the same amount on DbD as I would on your average AAA release - perhaps a touch more.
I've gotten over 1,000 hours of fun out of DbD.
While I certainly disagree with some of their decisions, I don't begrudge BHVR 10 bucks every few months.

Pay them if you want but the content is supposed to be available to everyone for free.
It's part of the concept of fair play. Imagine if Nurse and Blight were license characters and they were better than everything else by a huge margin because they were pay wall locked.

I understand the frustration but you do not need any specific perks to win the games nor specific killers, if you think you do then you are just bad at the game
you are not entitled to ANYTHING being given for free, especially since BHVR gives all original content for free and DLCs can be found dirt cheap online
they need to charge for something in order for us to keep getting new content, it's literally a business, I swear people are acting as if gaming companies are charities or something
DBD is so unique in the sense that you can never experience all of the content it can provide in one match anyway and there is so much free content and a combination of builds that can be done with original perks that are strong, its really more nuanced than just 'omg licensed perks op = win'' when there's so much rng involved in this game anyway

Go back and look at the DBD dev streams from 2016 Around the time of the first DLC. Dave made a quote that the shrine was designed to give players access to DLC perks when they did not own the DLC. By definition that its intended purpose.
People tend to quit games if they discover that there is in fact a "pay to win" paywall. You might Notice that while DBD has "lots " of players they are down from the last two years. It's a 6 year old game that can't keep long term players. I may have 40 friends who own this game but only one friend on that list still plays it (other than people I met in the last year).

Remember, They put BBQ on the shrine once shortly after bubba was released in week 44 of 2017 and it never came back to the shrine again until week 17 of 2019.
There's a reason they nerfed every slowdown perk apart from the ones on licensed killers and overcharge. Overcharge, being a weaker version of Call of Brine.
Thana, pop, ruin, DMS, Pain res all got nerfs even if they were buffed temporarily because they wanted people to buy licensed content for perks.
The only slowdown perk that escaped the nerfs was jolt and penti and even then jolt is only good on a handful of killers and is typically a worse option than the paid perks regardless.
And penti needs a paid perk (plaything) to reach the peak of its effectiveness.
