Killer is Pay to Win.
If every gen regression/progression was reworked(I know it would be a big undertaking), then I can't possibly see how that would be anything but an objectively healthy change, the 3 best regression perks in the game are Deadlock(A licensed killer's perk), Call of Brine(A licensed killer's perk), and Eruption(A licensed killer's perk). Let's not forget the elephant in the room for survivor as well: Hyperfocus, a licensed perk that when used with toolboxes, can make 50 second gens happen. All of these are meta perks that grant you a significant competitive advantage over other players, and all of these options have not even featured in the shrine of secrets a single time. Now, before I get the same answer every BHVR white knight loves to "But what about Nurse" let me show you(roughly) the new best loadout for Nurse after this coming mid chapter:
^As you can see: The built utilizes 3 Licensed perks, Eruption, Call of Brine, and Lethal Pursuer, perks that haven't appeared in the shrine once, with this built, you receive a competitive advantage over a Nurse using perks immediately available to players who have just began playing:
^This build is objectively inferior to the one previous mentioned, but let's assume that you've been playing the game for years, have never spent a dime on the game and only used the shrine, let's see the strongest builds you can conjure:

These builds are undoubtedly strong, but compared to the first builds, the regression that they provide is not only more conditional, but also worse when we compare the numbers.
As to build 1:
COB instantly provides a 200% regression rate, whereas overcharge gradually increased over the span of 30 seconds to the same amount, with the only upside being a DS skill check that AT MOST will make a noob player miss occasionally and grant you a free -11% regression, and at worst not effect the player at all, making it a total downgrade against mid tier survivors.
Pop removes 20% of a gens total progress, which indeed does make it better than eruption initially, but when a player is downed, not only does Eruption deal a -10% penalty to the gen(making it equal to popping a gen at 50%) but it also inflicts the incapacitated status effect for 30 ENTIRE SECONDS, which means that eruption can inflict an entire 40% gen regression PER GEN, if multiple survivors are hit, then they can only sit there and wait 30 seconds to doing anything, this incapacitated would already make it FAR better than Pop, but the additional 10% makes it leagues better.
Fearmonger Inflicts blindness and exhaustion for 3 seconds when you work on a gen, but this effect is not even close to the power that lethal pursuer grants, allowing you enter chases in two blinks with perfect clarity, lethal pursuer guarantee's experienced Nurse the immediate slowdown of a downed survivor at the beginning of a trail, a very powerful slowdown that immediately puts survivors on the spot.
The pain resonance is a freebee.
As to build 2:
Discordance and Tinkerer don't hold a candle to COB and Eruption., maybe they're better than Lethal Pursuer, but if the survivors split up on gens(which optimal survivors will) then Lethal is the clear winner.
DMS is also inferior to COB and Eruption, it's arguable that it's better than lethal in some circumstances, be even so, it's not at reliable as guaranteed free vision of the entire team at the most important moment of the match.
As to Build 3:
I've already explained why Overcharge and Pop are inferior.
Tinkerer is definitely strong, perhaps stronger than Lethal, but it's at it's strongest when you can react to the information with an unconditional and always active perk like COB, or wait at most 30 seconds to apply COB and Eruption.
I've said all of that without mentioning Deadlock, a passive perk that gives you free regression with no downside.
TL;DR: COB, Eruption, Deadlock, and Lethal Pursuer are some of the strongest perks in the game, and they're locked behind paywalls.
Now after reading this entire essay(my English teacher would be proud), you still decide to argue that this game isn't pay to win
then I don't think anything less than the entire world explaining this to you in the most thought provoking way possible is going to change your mind.

What would your solution be, OP? Keep in mind that BHVR needs to be making money off the game to continue its updates and new killers. A chapter on sale can cost $5-6; off sale, it can go up to $11. Typically you get two playable characters in a chapter, so paying allows you to play those two new characters, a killer and a survivor.

I don't think regression perks should be removed, more likez combination of them should not be allowed, they are just too powerful when combined and do all the heavy lifting for the killer

I'm on board with this if survivors can only run one perk each.
The killer gets 4 perks and survivors get 16. The killer's are supposed to be more powerful.
