My ideal list of changes to Onyrō in order to make her a better Killer
As someone who plays a lot of Sadako, I've had a lot of time to come up with a list of changes to improve her overall kit and make her much more enjoyable to play as and against. Basically, I want to give her a bit more presence in chase, without making it what most people would consider Anti-Loop.
Here is a list of changes I would make to give her a Power in chase:
- ➕ Old Newspaper base-kit (Longer invisibility after Manifesting for more mind games during chase)
- ➕ Partial Reiko's Watch base-kit (Slightly longer invisibility while Demanifested for mind games and overall stealth)
- ➕ Bloody Fingernails base-kit (Longer duration of speed after Projecting to a TV to get back into action quickly)
- ➕ Increase the length of the Hindered status effect from the Telephone addon from 3 seconds and/or increase the intensity of the Hindered status effect
- ➕ When Survivors scream due to the effects of the Distorted Photo addon, they suffer from Doctor's 2.5 second interaction cooldown (Survivors only scream if they are looking at Sadako when she Manifests)
- ➕ Allow Sadako to walk through Pallets and Breakable Walls while Demanifested but make her unable to Manifest while inside the object
To go alongside these changes to her chase power, I would make the following changes to the other aspects of her Power:
- ➖ Rework Ring Drawing. In it's current state, it makes the "Forced Condemnation" playstyle far too easy by spreading Condemnation extremely fast.
- ➖ Reduce the amount of TVs turned on by Iridescent Videotape from 4 to 2
- ➕ Reduce the length of time TVs are turned off and make the length of time equal between Sadako's Projection and Survivors interacting with them
- ➖ Make it impossible to gain Condemnation from holding a VHS Tape or passively around TVs while within 16 meters of Sadako's location, rather than the build-up being paused only while in chase.
- ➕ Buff the passive Condemnation gain. Ideas include slowly gaining Condemnation while within the radius of a TV that is on, give a stack of Condemnation to all other Survivors after hooking one, all Survivors gain Condemnation after a Generator is completed, etc. (Some of these ideas could be addons as well)
OR
- ➕ A risk-reward mechanic for having higher condemnation. I once saw an idea from AZHYMOVS some time back; when their Condemnation is low, they have a hard time seeing and hearing Sadako, when their Condemnation is high and they're close to death, Sadako is easier to see and hear.
That's what I would change about Sadako to make her better overall, but making the "Forced Condemnation" strategy far less effective.
Edit: I have one final change that would be pretty nice to have.
- ➕ Have the Ring around Survivors portraits hidden until the TVs turn on (unless she has Tape Editing Deck). It can increase the chance of early game ambushes if Survivors don't pay attention to their surroundings. Astute Survivors will notice TVs in the environment.

This is good to me except for the walking thru pallets thing. I really really really wish people would stop proposing that. It's either at normal walking speed and busted or she slows down and it's not worth it. Not worth pursuing. Breakable walls might be okay. Mostly just for jump scares though.
Your distorted photo just gives her Dr's power which is pretty goofy. Dependant on them looking at her but still.
Everything else looks good. I think survivors should put TVs on a longer cooldown then her teleport in order to promote interaction but that's just a nitpick. I'd love condemned to do something else than it does now. It's so uninspired and cheesy.

I think the main utility that comes from walking through pallets would be what Wesker gets. A way to get through "god pallets". She can still mainly mind game on unsafe and decent pallets, but on pallets that you are typically forced to break, you could just avoid them entirely.
Distorted Photo is weird. I think some kind of Interaction cooldown would be neat though.
Last nitpick is totally fair. We'd have to see if the other changes are enough for Survivors to actually use VHS Tapes.

There are enough killers that negate palates (Nurse, Legion, Plague, Huntress, Nemesis, Wesker, Knight, Artist, Dredge and now Knight all have anti-looping built into their powers) at this point, we don't need more of them. Onryo already has her teleport power for map pressure and phasing for a speed and stealth pressure- killers shouldn't have a counter to everything on the map, in my opinion.
Her data given by BHVR puts her at above killer average kill rate at normal MMR and within the killer average at high MMR. I don't think she will get (or needs) a buff.

Chases!
So I would nerf her Ring Drawing Addon as u mentioned and buff her Chase. The idea of making Old Newspaper + Reykos Watch Basekit is the same as I said earlier today.

Despite what you say, Sadako is weak. There's a reason everyone places her low on Tier lists. I think the theory Otzdarva had is fair. At low MMR, she's a stealth killer with strong perks. At high MMR, it's more likely that Sadako is using the Forced Condemnation playstyle.
I'm tired of the Forced Condemnation playstyle. I want it gone or heavily nerfed. I want other playstyles encouraged.

Sounds great to me.
Some additionals:
She shouldn't have a lullaby as a stealth killer, it defeats the entire point.
No global notification on tv teleports. Ruins lots of potential mind games and outplay potential. The survivors should be asked to pay attention to and be aware of tv locations, that isn't asking much.

Despite what you say, she isn't weak. Just because you are tired of a playstyle it doesn't mean it's a bad or makes her a weak killer. The fact that people change her playstyle drastically to cope with the top 5% MMR without resorting to 'we have to camp and tunnel to win at high MMR' with only a 2% loss in win rate from the overall MMR measurement is testament to her not being weak at all Her stats speak for themselves - whichever way you want to twist them.

Those stats, by the admission of the person posting them, mean very little. When you balance a game you don't just look at raw numbers and decide what to do. You look at context of the game as a whole and player feedback. Nurse was lowest wr killer in that batch. Can you argue in good faith that she's bad?
Sadako has a lot of stuff in her kit that works against her. Exorbitant teleport times. A condemned mechanic that never really does anything unless the survivors let it. Stealth powers with a lullaby, for God's sake. There are so many easy and common sense buffs that would make her many times better to play.

That's a wonderful point, YOURFRIEND. If you're going to bring up the kill rates that were shared by the devs, you have to bring Nurse into the conversation. She has one of the lowest average killrates in the game. Is she weak? No. Should she be nerfed? Yes. They are nerfing blink attacks and gutting her best addons.
So why in the world should Nurse, the strongest killer in the game as most would agree, with one of the lowest average killrates deserve nerfs, but Sadako, one of the weakest killers with an above average kill rate not deserve buffs? Killrates don't signify strength.
So either don't bring up killrates, or expect Nurse to be brought up.
