Is flashbang bugged?

3 times now, in 2 separate matches, I was carrying a survivor, heard the flashbang being thrown, I looked all the way up and it still blinded and stunned me, causing the survivor to wiggle out. I saw it happen to some streamers as well.
One time as Twins at shack, going out the door, maybe somewhat facing the wall between the door and the locker if it matters, but then it happened to me two other times as Myers, out in the open.
PS5, but I saw it happen on PC for other people.

It might be the case that you stepped over it. Apparently that still causes the blind, even if you're looking away. No clue if that's intended or not though, now i'm curious
