Sloppy butcher affects mending and recovery speeds

Platform: steam

Was a normal match against spirit who had sloppy butcher (and surge, deadlock and pain res, addons were recharge and movement speed).

Not only the healing was affected but mending and recovery on the ground as well. Just speed in both cases, no regression. Not just visual (bar was red) but it was really slower.

Is this a bug or was sloppy buffed?

Update: 2nd match, Sadako also had it and the same happened.

    Can confirm this, mending and recovery are slower. Saw this happen against Ghostface.

    Can confirm this as well. Bar is red when recovering and mending.

    Also affects "Snap Out of it".

    I just tested this with the Rusty Head Huntress addon that inflicts Mangled and it produced the same results so this seems to apply to Mangled in general; it's not specific to Sloppy.

    Yes, I am watching a streamer now and we can confirm, this is VERY bad on Legion.

    Why do we have a forum to report bugs when it takes 10 years to killswitch one perk?

    Be it DH, it would be already killed.
