Plague I like to run retribution, pentimento and plaything with pain resonance, Probably not the most meta but still very strong

Plague: Corrupt, Thana, Deadlock, Dying Light/COB
Legion: Corrupt, Thana, Pain Res, Jolt
Notice a trend? Corrupt is near mandatory on 90% of the roster.

I wouldn't recommend Corrupt on Legion but if it works for you, I won't knock it

I run that exact build sometimes, especially on M1 killers with no mobility since Deadlock is a must on those, but if you're just planning on camping a 3-gen from the start, skip Deadlock.
Instead, run either Pop or PR. And also consider replacing Overcharge with one of those perks, because if the 3-gen happens and all survivors are still alive, the gens are going to be getting tapped a lot before Overcharge/Call of Brine even reaches CoB's base 200% regression, and also you're going to have to take some risky chases, giving Pop and PR some value from hooking a survivor.
That way, when you kick a gen, it gets maybe 5-10 seconds at 200% regression, which is 2-5% on top of the initial 2%, then another 10% when you down a survivor due to Eruption, then another 15% when you hook, and then you kick the gen again, which gives you an average of 5-15% from Pop on top of the base 2%, plus another 5-10 seconds before the gen gets tapped at 2-5%.
So your total with PR and Pop instead of Deadlock and Overcharge is 38-54% for one round trip kicking, hooking, and chasing. If everyone's alive, you really, really need that, and Deadlock doesn't help you in a 3-gen.
And while Call of Brine and Overcharge are very strong if survivors leave gens alone, they won't be realistically doing that in a 3-gen situation, so in most cases, it's worse than just Call of Brine on its own for that strategy unless survivors are too stupid to hug gens while you take chase.
Camping a 3-gen from the start can be a solid strategy, but if survivors start get all the gens in the 3-gen more than halfway done, and everyone is still alive, that can be hard to come back from if they're competent.

Doesn't overcharge force the very difficult skill check making it a bad idea to just tap gens? If they miss that it's a insta 10% loss.

Insta 5%, not 10%, and it's very easy to hit. If it's a good survivor team (which is your biggest concern in these types of situations), they're going to hit it every time, and against bad survivors, 15% from PR or 5-15% from Pop is still a better deal.
Overcharge works really well in this build against bad survivors not because of the 5% skill check, but because of its synergy with CoB, because bad survivors will run off to heal or try to vault pallets on the other side of the map to distract you while the gen goes back to zero.
Good survivors know that they have to risk doing gens in the killer's face if any of them want to make it out alive, and sometimes it works.
Overcharge+CoB is decent for general regression builds (and Deadlock is good with those types of builds, too), but I wouldn't recommend it for this. (I'm a scumbag, and I have a lot of experience running this build.)

It's 10% for the missed skill check in total right? The extra 5% from OC and 5% from base or am I wrong?
I agree overcharge skill check isn't effective against good survivors. I think as long as the skill check occurs if they tap and they will miss it it synergizes well with CoB and it's own regression as they cant just run by and tap to stop the reg if they're under pressure.

With plague i like Corrupt + Thana, the other 2 slots are essentially free for creativity - hex: crowd control + floods/bbq. She's pretty strong regardless so you can have fun running cheese builds.
Legion idk... Dissolution, bamboozle, septic touch and hex: blood favour could be fun. I only play legion for bunny outfit 💀

I'm pretty sure that if you miss a regular skill check, that's 10%, but Overcharge's skill check is only 5%.
I run CoB+Overcharge all the time, just not on 3-gen builds. It's a strong combo, but the danger is that survivors can break even a perfect three-gen really fast if you didn't manage to kill one before the 3-gen comes into play or if they all realize what you're doing and start trying to break it early.
Every second counts with that strategy. Bad survivors are dead in the water either way, but good survivors will run you for your money, and if they break the three gen, game over.
Also, if you're camping a 3-gen, it's fine if they tap a gen. You can just kick it for an extra 2%, and it restarts the CoB timer. If they just keep running back and tapping the gen, and you keep kicking it, it'll go back to zero even faster than if they weren't tapping it at all, assuming you're fast.
Really good survivors can hit that skill check while running.

15 seconds aura reading on everyone allows plague to snowball super well if she has her corrupt purge active. Plus it might deter them from cleansing your pentimento totems

I personally run Jolt over NWO as I enjoy it more and it’s still very good but if you just want the “best” it’s probably NWO there. That perk slot is the flex pick though if you want to substitute something.

One build I saw in a video: Deadlock, Pop Goes the Weasel, Jolt, and Hex: Plaything.
The last sounds weird, but Static Blast can hit Oblivious survivors. The catch is it normally removes Oblivious in the process... unless you have something like Plaything keeping it on.

For Legion: Corrupt Intervention, Deadlock, Pop Goes the Weasel, and Jolt
For Plague: Corrupt Intervention, Deadlock, Call of Brine, Eruption
In both builds, Corrupt and Deadlock are there to protect against early gen loss while you get people injured/sick.
Pop/Jolt is the video's go-to for M1 Killers like Legion because it turns every down into potential slowdown and offers more bang for your buck on gen kicks.
By the same token, CoB and Eruption are the typical choice for killers who can down with their powers (Plague, Billy, Blight, etc) because Eruption (even in its soon to be nerfed form) encourages getting downs with your power when possible while CoB is that same bang for your buck.
In general the video builds with one early game perk (Corrupt, Deadlock, Lethal Pursuer), two slowdowns (Pop/Jolt for M1s, CoB/Eruption for M2s, and Plaything/Pentimento for Killers like Pinhead or Pig, who force extra objectives on Survivors), and one "Power-Optimizing" perk, intended to work with your killer power.
That last sees the most variation. For instance it has Nowhere to Hide on Huntress, Billy, and Bubba, Deadlock on Legion and Plague, Dissolution on Wraith and Deathslinger, or the above mentioned Plaything on Doctor.

I've only been running chase perks lately. They seem to be on a warpath with gen regression perks. So rather than get accustomed to something that's just going to be nerfed in a few months I'm avoiding them for the most part. Enduring, Brutal, Bamboozle, and Agitation are what I use on everyone at this point.
Can't be nerfed if you don't use any of the stuff survivors complain about! bigbrain It'll be META in a week or two, you wait and see.

Addons- can be whatever you feel you need (the beauty of addons... LOL)
Perks- I would go with perks you feel comfortable with... but I forgot what perks I usually run

Corrupt is great on Legion. Let’s you start mending simulator before they can touch gens.

Play Nurse and Blight with meta perks. Don't touch any of the other killers - unless.
You could for example treat yourself to a riveting game of clown+pinky finger with a map offering. Or perhaps you will play Ghostface on Lery's where your advantage becomes stupidly broken.
If you are going to play Legion you need to only play with Iri button. I highly suggest running Bamboozle as well as Julie's Mix tape.

those are my favorite add ons with legion if i am not using filthyblade/legion button combo

i concur as long as you dont get the down...using legion button also helps to set up the mid game and getting pallets out of the way early

I do, but for full meta it’s those combinations IF you are really good with rushes.
Another really fun build is spirit fury, enduring, Huberis, with c33 + adren vile,

Those addons are almost kinda busted together. You win if they throw the pallet. You win if they dont throw the pallet.
Legion should have been given Iri button base kit considering what Blight gets base kit.

yeah with enduring/spirit fury it actually makes legion powerful...enter frenzy and call their bluff and swing.
if you get the hit great if not jump the pallet with julies mix tape/break it with iri button and hit the survivor cancel and repeat if they reach another pallet. if not cancel and get your down.
you can do a similar strategy with wraith and his fast break addons which works better with enduring/spirit fury/hubris
i recall billy having a chase build with pighouse gloves and hubris but i am not sure about the build

right now i have been using a compound 33/adrenaline vial pallet breaker hubris chase build not sure if i should add endurance/pallet fury or if that would be overkill
