Spawn a bot to replace DCers/SoHers

Limit the replacement window to the very early match, maybe the first 2 minutes.

Edit: To be fair to killers, the bot should spawn with full health, but with 1 hook done.

    No, if so the bot should take over from where the DC'er stood in the situation the DC'er was in. If that is dead then so be it.

    Also bHVR should take a stance vs. BM DC's by increasing the penalty if the game has detected they didn't dc on the way into the game. Besides if its a technical issue they should fix that instead of playing. Stop playing on a broken PC or on a broken connection.
