Not hooking Survivors: a (movement) progressive debuff starts for the Killer.
Finally. Toxic killers who waste time by not hooking survivors largely solved.
Start a debuff of X% after 20 seconds of not Hooking a dead Survivor. Progressively increases every Y seconds (10 seconds or so).
Alternatively, make work of (perma-)banning these killers.

Only if hook sabotage, hooks being broken after a completed sacrifice, and Boil Over are completely removed from the game. Console killers are being encouraged to slug with the way the updated wiggle and Boil Over get them stuck in place so they can't carry survivors to hooks.

There are reasons to slug survivors though?
Oni and Twins both play around slugging survivors to get the most out of their power (in twins case, sometimes the only way they can actually down survivors).
This isn't getting into survivors destroying hooks so that you can't hook their friends in the first place repeatedly.

How is not hooking survivors toxic? Especially outside of "slug for the 4k" situations when there's only two? If you think so, why even struggle, why not just let the killer hook you and thank them every time?

Why do this?
Because killers are literally wasting my time by not hooking me. I cannot do anything about it. Leave the game? Get a penalty for both the Blood Points lost aswell as next game queue time.
So.. what can i do if a killer doesn't hook me? Right, the only option is to either 1) wait all the way untill i die because of not being hooked at all. Or 2) wait till the killer does hook me.
How is that good design? Then at least make the time untill Survivors die without being hooked shorter. You need something better in place for trolling Killers than what is currently available. Are you all that patient to wait the entire time for you to die without being hooked? Nice, that's some awesome patience u guys all have.

You mean being bled out when the game is already over and the survivors are 100% dead? Yeah. That's obnoxious.
It wouldn't be hard to fix either. Just make it so when all four survivors are either downed or hooked for say 20 seconds, AND no self pickup/DS/deliverance/second chance perks remain, the survivors can vote to sacrifice themselves.
Ok, it would mess with a few archives and achievements, but who cares?

Average entitled survivor. We should just make an offering that traps the killer in a cage so survivors can BM safely and get a 4 out.

If you make the bleedout timer shorter you’d actually be encouraging more slugging as bleeding survivors out as a strategy would be more viable. At a certain point it would no longer be worth taking the time to pick up a survivor and take them to a hook compared to just bleeding out.
Also, there are valid reasons to slug that aren’t toxic and sometimes you don’t actually have any other choice.

Slugging is a valid way to play the game. There are perks like knockout and deerstalker which help you do it better.
