Please punish Disconnects more
Nearly every game i play on either side has a player DC. It really ruins games. People having to wait a few seconds for a game or even a few minutes isn't that big of a deal for most. Could you also increase timers as well as implement BP penalty for following games?
Also, is there any way you could distinguish intentional DCing vs a connection issue? If so, connection issues are excusable (sure some will simulate a connection issue but that would be a small portion of DCs tbh).

Weird take:
The LEAVE MATCH button should be replaced with a QUIT GAME button. So if you leave, it is the same effect as crashing to desktop.

If that happened and you are genuinely forced to DC over a cheater, you'd have no way to report them in-game if it closed immediately before you could even get to the tally screen (and in-game report is required).
I do think the current DC penalties are too low though. 1 minute for first DC is not a deterrent at all.

They cannot differentiate between connection issues and someone intentionally leaving a match. The penalties are applied the same either way.
So long as that's true and the game's iffy coding remains, any changes to these penalties must be carefully measured.

If people gets the connection issues that often, they shouldn't play the game too tbh.
You could just increase BASE time and not the maximum, like 5min - 30min - 1h becomes 1h - 1h - 1h.

The best way for you to resolve behaviors, even more this specific type in online pvp games >>>phenomenon<<<, is to try to discover the reasons behind it, which are obviously linked to the fun of the person/match, instead of punishing even more, since if the person doesn't wants to play anymore, will simply resort to other methods like afk or suicide.

No, best way is to always punish people in this matter, even at worst those kind of "bad" people stops playing which improves game drastically.
No matter how things change people throws tantrum on slightest of things, anything beside actual punishment doesn't work at all.
Most people rather just play than staying afk, and suicide shouldn't even be a thing from the beginning as it is literally just a DC without any penalty.

Sure, you have every right to disagree and take the extreme shortcut, but I guarantee it won't do the trick, which will lead to more burnout, including those who say they never do that behavior.
If this weren't a mass phenomenon, people wouldn't complain about the same things across multiple games, and guess where they occur? all in team pvp games, which makes things pretty bad here because it's asymmetrical. I can't prove it with stats, but just go to forums for games like ow, paladins, lol, smite, etc,
