Why use the new Dead Hard?
Since they changed it to activate when you're unhooked, in what situation would Dead Hard be better than Off the Record? They both leave you with Deep Wounds, so they wouldn't combo that well. Off the Record also doesn't have the timing issue; as long as the killer hits you while it's active and you haven't done a conspicuous action, it will activate and give you value. In terms of an anti-tunneling perk, Off the Record seems better in almost every situation.
As a suggested fix, I'd remove the Deep Wounds from Dead Hard. This would be similar to Mettle of Man; you just can tank an extra hit. With that change, both perks could be used synergistically to discourage tunneling.

That's literally why they changed it because survivors just stacked endurance and abused it

So you want the basekit BT, OTR, DH all to be bodyblockable, and on the FOURTH hit they go down?

OTR disables on conspicuous actions, so it's better if you struggle with being tunneled or if you intend to goad the killer into chasing immediately off the hook to draw the aggro.
DH remains active until you use it, so it remains a powerful on demand endurance perk that does not preclude you from being useful outside of a chase.

Good question.
It'll be powerful for sure, but the amount of attempts you had to get a successful Dead Hard meant that mediocre survivors could sometimes pull it off. It'll still be strong for good survivors, but for average or mediocre survivors it's dead in the water.
This begs the question though, why not just use sprint burst, a good survivor with sprint burst is like having a free Dead Hard every 60 seconds, it doesn't have conditions, and it doesn't require precise timing.
Dead Hard needs something else now because bringing OTR and Sprint Burst do it's job and some.

Why DH shouldn’t give Deep Wound?
Mettle of Man at least takes some effort to acquire but rescued from hook isn’t what I think as reward.

OTR is for midgame, DH is for endgame since your OTR will turn off and for midgame if you wasn’t tunneled. This is how they work on live and not much will change after patch. I don't understand why you started asking these questions just now. The changes will not make Dead Hard an anti-tunneling perk, it's just the devs do not understand that the argument “unhooked survivor is attractive for tunneling because he will not have DH” doesn't stand up to scrutiny.

I agree. DH is pretty much only useful if you aren't tunneled, which is weird since the devs seem to be marketing the changes as "anti-tunnel". Now, its basically a perk that can only be used only twice to extend chases.
I agree with this as well, why not just use OTR and SB? Any other exhaustion perk can be used very often, especially with Vigil. DH is the only exhaustion perk that now has a finite number of uses. At this point, should DH even be an exhaustion perk?

Not all perks that activate when you get unhooked are anti tunnel. Renewal and Resurgence are countered by tunneling after all.
And yes. Dead Hard should 1000% still be an exhaustion perk after its nerf.
