Was the auto purchase in the blood web a joke? Or is there something special you have to do to get it?

It was part of the test build for 6.7.0. That update won't release until next Tuesday.
That information is not difficult the find, the devs release regular developer news posts for a reason.

It's not yet available in 6.6.2, doesn't matter how much you prestige your characters.
It's a new feature for 6.7.0, which doesn't go live until later today.
