Wesker is pretty close. I feel if they toned down his infection off unhooked survivor to help tone down the hard tunnelers he'd be in one of the best positions. (this has been listed already but oh well)

I'll pick Plague. She has reasonable upsides/downsides, a variety of add-on options to choose, and synergizes with a respectable range of perks.

Might be because of how those I encounter play, but I feel like Pinhead is in a very nice place.
Games don't feel impossible to win as survivor, their kit is diverse enough that there are several interactions outside of basic chasing, they have passive slowdown, and they can be really strong.
Not related to the question but as a random shoutout, Pinheads are some of the fairest killers I see. Very rarely friendly but very rarely sweaty and pretty much never BM'ing.

I'm surprised no one has said him but I think doctor. He's not the strongest killer but he doesn't feel week or overpowered. He's fairly easy to pick up but he also has a surprisingly high skill ceiling. He has a lot of tools and techs he can use with his power to deny pallets and windows but he also has counterplay from the survivors so he can be beat. His add-ons are good but not overpowered and he has a nice selection to choose from. He can utilize a wide variety of perk builds and fun play styles.
My other answer I have is wraith. I know people either see him as week or overpowered depending on who you ask but he is fun, has good mobility, and a excellent set of add-ons to pull from. After this much needed fl change I think he'll be in a excellent place. Not many killers base powers got scrapped just because you went against a lobby of flashlights. I'm expecting a lot of flack for this opinion but it is just my opinion and you are free to disagree with it.
To finish up I would also say huntress. Strong killer, high skill ceiling, but counterplay is there too.
To me a balanced killer isn't about strength. It's about 2 things. Are they fun. Is their counterplay. That's why huntress is in their even though she is very strong. There is almost no better feeling then hitting a trick hatchet as killer. From the other side their is almost no better feeling than dodging that hatchet. I think a good balance is about the counterplay the most. If their is counterplay then whoever is better should truly win.

I don’t think there’s any killer that DOESN’T need ANY changes whatsoever but the closest for me is probably Wesker.

Most killers need a slight buff, except for Blight and maybe Nurse (She may need some kind of buff because all Nurses aren't proficient and last time we checked, she has a low success rate. I'm against any buff mind you. I don't want her to be easier nor even casual.)
So I guess my answer is : Blight.

I think Wesker, Plague, and Demogorgon all hit the sweet spot of having a wide variety of useful addons to choose from and a reasonable power level that really shines if you know how to use them well without being overwhelming or unnecessarily difficult to counter. (Granted, Plague's counterplay depends very much on what your teammates do and that's not something you can control, but that's not a problem intrinsic to the killer, it's just people having bad game sense.)

That's so true, though. A new or mediocre Doctor will waste loads of his own time with ineffectual shocks while a skilled one is going to catch me at every single pallet. Not to mention all the little things to get used to in his kit - the blink-and-you'll-miss-it tracking with the illusions, how Madness messes with the survivor's perspective and can trick them into thinking you're somewhere you aren't with those fake TRs.
I've always enjoyed how his addons add in a multitude of effects to play with, all of them having uses but none of them individually overpowered. Definitely something more killers could strive for.
