I understand that a level 3 perk is stronger than 1 and 2, but since you have bought level 1 and 2 as well as 3 why not let us choose if we want to bring a lower level perk? It might be more advantageous to have a perk not last as long for example. Because once you've bought level 3, there's no going back, ever.

Also, it would help add variety and might synergise better.

    It would be better to tell bHVR what perk is having issues with being better at lower levels so they can fix that instead of changing a whole system for the off-chance a perk might be like that.

    Yeah, like with Distressing I would love the option of keeping it T1 as it has a smaller TR but I get the full benefit of the bonus bp, but would love to have it T3 if I'm using perks that synergize with big TR.

    (Distressing's not the most AMAZING example as it's like 2% difference each tier but I'd at least appreciate the option)

    They wouldn't have to change anything as those tiers are already in the game and available to you as long as you don't buy higher tiers in the bloodweb.
