Fire Up. Remove stacking effects and double its strength
Fire Up has to be kept weak because it can stack with other perks that share the same effect (like Brutal Strength when breaking objects) and this can make animations look silly or make the killer too powerful if the values get too high.
Stop its effects from stacking with other perks (and use the better of the two values instead of adding them), and then double the strength of Fire Up to 8% per completed gen.
----
If not, then keep it 4% for breaking and vaulting (the effects that can stack), and double the picking up and dropping to 8% (the effects that don't stack).

Actually why does it not have to stack? There're very few killers that utilize it as it's only really usable on killers who have speed ups built into their kit like myers or wraith. And even with massive speed ups it still doesn't account for much, especially when you consider that 2 perk slots are being wasted just to break pallets faster with a third slot being taken up by bamboozle for windows. That's 3 perk slots not doing anything for gen slow down, survivor slow down, or information. It doesn't effect stronger killers either like blight cause their pallet breaking is done through abilities that aren't affected by break speed.

perhaps buffing the perk by 1-2% for total 5-6% would be a decent addition to brutal strength chase builds.

They would have to go through all the killers and give them a fast-break animation to use if the effects of Fire Up stacked with the effects of Brutal Strength, Superior Anatomy, and/or Bamboozle etc. made the killer's break animation too fast for the standard animation to keep up.

I like Fire Up because the perk's name really fits the effects... and the perk just feels good to use for meme builds and killers with no gen pressure.

Why not have it grant the full effects each time a gen is completed, but for a limited duration, and then permanently active during EGC?
Play around needing to utilize it/keep it in mind when in a chase and if it might pop.
