Desperate Measures should also count for killed survs.
This would help somehow vs camping and tunneling and would be more fair imo.

This would encourage tunneling, since once killer survivor is always counted.
Unless we changed thana values a bit, and this fourth stack and full bonus would not be as powerfull.
The idea of desperate measures counting dead players is that if killer is playing unhealthy (we can argue if tunneling is valid strategy or if it should stay in gamę, but it IS unhealthy) survs can do something and at the same time its not gamebraking bonus (thana gen speed is)

If the Killer is tunneling, Don't unhook next to them. No reason why the perk should favour Survivors in this manner, but Killers not. Both sides have equally unhealthy things they can do, at least Survivors can do gens and not unhook, Use reassurance to get even more bonus. I have nothing on a Survivor that hides all game with distortion and scratch mark reducing perks.
It would also encourage bully squad, the perk, more and more bonus for you to drag out the game and waste the Killer's time.
And 14 % healing bonus that stacks isnt strong either? imagine that on 3 survivors then permanently until the match end if someone dies, From how much investment? ONE PERK and you dont even have to do anything to get the bonus, just stand still while your allies die and then boom free bonus to help your team.
At least the Killer has to work for their bonus, so how is that balanced and fair? Protip: It isnt.

Thana is 2% slowdown per survivor. All allowing thana to work on dead survivors would do is make it so killers can still have all 4 survivors injured for the full 20% slowdown.
Really wouldn't warrant thana seeing more nerfs and wouldn't really give killers anymore reason to tunnel as the game already rewards tunneling over spreading hooks
