Nemesis should not have a cleanse mechanic.
It shouldn't exist on a killer that's not actively debuffing the survivors with anything besides enabling his ability. It makes sense on Wesker. They get infected and now they can be 1 tapped with a slam while also being permanently slowed. It's a strong debuff and it should be cleansable.
Nemesis however who already has built in self slow down with a power that upgrades doesn't need a mechanic that gives survivors 3 health states.
The initial infection hit is fine. I think making it an incentive to spread damage to upgrade his tentacle faster is healthy. But survivors being able to cleanse the infection and thus block damage after that point isn't fair. It can be a critical thing in the mid to end game by extending chases against a killer that was never super strong to begin with.

I mainly want them to give him an addon pass, his addons suck so much and even got nerfed for some random reason...

I'd have to agree.
However, there are two things I thought he gains from survivors cleansing the infection.
1) Survivor objective slow down through killer-power based side-objective to survive (gets people off gens. Is it enough to counter the extra hit? probably not)
2) Killer instinct for tracking (since zombies are so RNG based, I'd argue his tracking of cleansing survivors is more consistent tracking)
I'd love to see them remove/tweak the infection cleansing mechanic without removing those benefits from him.
That being said, I am also one of those who is tired of RE killers/characters every match. So, I'd rather some other characters get more love.

Just make his debuff actually do something other then making them cough every 3 business days. Slow gen and healing by 10% while infected, base power fixed.
His addons are his biggest setback. Why does he only have one DECENT addon, while the rest give you value in one chase out of 3 games?

Personal, I am fine with Nemesis with his basekit slowdown of survivors needing to cleansed.
What I am not fine with is Survivor getting a speed boost on being infected by any means while healing, hencing the whole 3 hits to used your Tentacles. Also, his addons and zombie can either be problematic situational and being useless in most games. I also do not like the fact that because zombies can be inconsistent with maps, especially when they get stuck in trees or rocks in the corner of the map. It usually forced the killer to go out of their way to go after the stuck zombies and make them died so they can respawn normally.
If it was up to me, I do a number of tweaks and buffs.
*being hit with a Tentacles will injury, even if not infected. Same applies with zombies, if you run into a zombie healthy and clean; you should get injured and infected. (If not both, at least one of them must implement, as survivors abuse zombies and being infected for speed boost, when healthy)
*zombies will De-spawn after a certain period of time, if it is stuck near a tree and obstacles.
*zombies are more likely drawn to sounds of Generator being fixed when within earshot proximity of one, but are more drawn to infected Survivors, especially if chaser by the killer, also.
*Add two vaccine per chest, so that there is more incentives to seek vaccine and more used with specific addons related to vaccine usage.
