What actually is the "Save Draft" Button doing?

If I want to create a topic, there is a button labeled "Save Draft".
When I click on it I get a notification that the draft is saved, but when I refresh the site nothing is saved, nor can I find a folder or anything where it might be.
What actually is this button doing?
