Is anyone getting value out of scavenger?
Yesterday i made several attempts to use this perk with a build to really benefit from this and i could never make it worth using it.
I used Scavenger, Stake Out, Streetwise and an exhaustion perk with a Commodius + Double Charge.
Most games i couldn't get the skillchecks to appear and even when i got some, i was constantly getting chased off the gen by the killer or the gen was blocked by Dead Lock or Dead Man Switch.
In the only match where i could really focus on gens i actually made 2.5 gens worth of repairs on my own before i could get the refill and got hit by the restriction. So what about you? could you make it work?
Edit: i forgot about this. i dont know if the wording of the perk was changed but ultimately i found out that the 30sec penalty actually triggers on the 5th great skillcheck and not on the last toolbox charge used as other users told me before.

I only used for adept and I was bringing a medkit because I'm not giving 50% slowdown for the killer, you want to work o gens faster? Deja vu, resilience, prove, and wayyyy more good options, this perks suffer from the skillchecks rng and its not good

Two massive issues which you both said, 5 skill checks while not having the bonus skill check chance from a toolbox is very unreliable and the 50% penalty is way too punishing. I wouldn't even say it was that strong on the ptb outside using it with some very strong toolboxes but it's similar to hyperfocus stakeout, it's not the perks that are over powered or making gens go insanely fast as much as it's the toolboxes and efficent playstyle people use to make them work. They should come back to this perk because the butchered state it's in now is sad.
As for your edit, no that's always how it worked the other users were incorrect. The wording is not clear however as the perk being "active" and "activating the perk" refer to two different things, using the last charge and getting 5 great skill checks.

exactly. I dont think this perk really considers how a match of dbd is normally played. By the time i fulfilled the conditions to refill the toolbox i was either dead or had already repaired all gens. It seem that Build to Last is still better.

the build in the ptb was streetwise+build to last+scavenger. in theory you could have a lot of charges in your toolbox. the nerf killed the perk if you try to use it this way. you have to use stake out+hyperfocus with scavenger. it still gives penalty but you sit through penalty and repair anyway. Hyperfocus as a perk has tremendous highly skill-floor and very high skill-ceiling. Normal survivors like otz will not be able to use the perk. HF is too difficult for average player to use so niche perk.

I think the design is bad because the ptb version was overpowered but the current version is terrible

With Hyperfocus, Stake Out and Déjá Vu I'm having fun with Scavenger.
Hyperfocus somewhat compensates for the slow speed (after recharge). Sometimes I can only take a common toolbox to matches so with Scavenger I get an uncommon one from chests. In some instances I managed to get 2 refills. In most cases it's just 1. Helps tremendously if it happens towards the endgame.
Due to genrush, however, there are matches where it gets stuck at 4 tokens as the match is already over.

Thing is i dont think is worth to use scavenger to refill a common or worn out toolbox, and using a commodius + charges you will probably repair the gens before the refill.

It was an example of a match only. Refilling a green or purple toolbox with add-ons is, naturally, much better.

Only used it once for the adept. Killer had Franklins. So nah.
