Reminder: Off The Record doesn't make you invincible you know
For some reason Survivors think they can just for free run towards killer and take hits for different Survivors while the Killer doesn't want to tunnel you (yet). Quess what, you do that and you are asking for tunneling. Off The Record will not save you from tunneling Killers if they really want you. Just hit right after being unhooked and The Killer will go for you again.

If I have a Survivor like that i will 100% go after them, because why should I chase the healthy Survivor who needs two hits, when I instead go after the one Survivor where I know no DH and one hit needed.

Its not tunneling its there choise, if they wanna risk the hit.

I am not talking about protection hits in general. I am talking about specific scenario where Survivor who was recently hooked decides to take a hit with their Endurance effect thanks to Off the Record. The Survivor just asked to be tunneled. Why the Killer should go chase the healthy or less stage hooked Survivor? Nope.

No one said it wasn't a valid mechanic.
Survivors do have a wild habit of complaining about being tunneled when they go out of their way to draw aggro instead of running away. Like if you draw the killer's attention from a healthy survivor to you, you're going to be chased. That makes sense and is normal expectation of cause and effect.

I have a rule
If you were unhooked, I'll try to at least look for your rescuer instead. If you bodyblock or run into me, then I assume you *want* my attention, in which case, I'll give it to you. Just don't think you have the right to complain after.

There is only one thing that makes me tunnel and that's forcing bt. 80% of the time I will tunnel that person.

if their... running directly at me... knowing that tunneling (while annoying) is objectively the best strategy... I'm supposed to just ignore them? I dont ask survivors to let me down them when they've looped me for 2 gens.

Don't forget that there is also a new achievment, that dropped with this chapter, that needs survivors to get hit while having the endurance effect. I know that I started running towards the killer and baiting a hit, after getting a couple of matches in a row without a single stack on that achievment ^_- I am sorry, but I am an achievment hunter. Only two more endurance hits and I am back to normal gameplay and enjoying my cute "227 of 227" achievments number.
