Haemorrhage need a little nerf
This effect completely ruined 3 perks
-Reactive Healing (perk from Ada)
-Solidarity (perk from Jane)
-Resurgence (perk from Jill)
You literally cannot gain any value from any 3 perks due to this effect
And you can't do anything against this effect especially if the killer only has basic attack to hit you, also it is easy to get infected with this effect, and some Add-ons can cause this effect as well, not just perks
-So as some have suggested you don't lose healing progress unless you run
-Or make it like deep wounds, which is that you don't lose progress while running
Either of these two suggestions will give the survivors a counter play against this effect
Thus, this effect will not ruined these three perks or similar perk in the future

Let's say the blindness effect will always be on you as the killer and the only way to get rid of it is to hit the survivors
You'll be glad that all the perks that reveal the survivor's aura and with it the add-ons will be useless as the killer.
And to your logic, this is a very healthy counter-play

Sometimes you want to recharge your Med-kit (Built to Last) but it still contains some charge
So you will have to waste the charges freight and then enter the Locker and then waste the entire Med-kit again
If the suggestion here applies, this scenario will not occur

I don't see problem in haermorrhage countering med-kit, they are still strong enough as is.

you dont have hemorrhage all the time from start to finish of the game, just when you get hit. it is supposed to counter healing. Its not just there, the killer needs to put on a addon or perk so you can get it.
The killer has perks and the survivors have perks.
Some killer perks counter survivor perks and some survivor perks counter killer perks. Its just how the game works.
If the killer reads your aura you can counter with distortion. If the killer wants to see your aura he takes a perk for it and if you dont want him to see your aura you take a perk against it.
If survivors have healing perks the killer can counter with hemorrhage. If you want to heal you take a perk for it and if the killer does not want you to heal he will take a perk against it.
This concept is called balancing.
If you pick a perk to counter something you want it to counter that thing, if it would not counter it, why should you take it?
Why should someone equip a perk or addon for hemorrhage if it does not counter healing???

You want to say that making three perks completely useless because of the effect of one is a good and balanced thing?
The first suggestion here will not change anything. If the killer interrupts you and chases you, you will lose your healing progress because you have to run away from the killer
As for (distortion), you have a limited use and then you have to stay within the terror radius for 30 to earn one
All perks anti-perks does not make them completely useless
This is important for balance

There is an argument that following the self heal nerfs, haemorrhage by proxy gets a lot stronger as an effect. It's why we see sloppy butcher and gift of pain becoming a more popular perk, because you can take advantage of applying pressure to healing Survivors and keeping them in an injured state.
This is a natural by product of the healing nerfs that this effect is much more popular and common...
A nice buff for self heal or some similar perk could be that healing yourself for 5 seconds or whatever grants a token, and if you stop healing, it spends a token disables the haemorrhage effect for 30 seconds, or whatever.

That's fine? It's clear that it's not encouraged to use medkits with built to last anyway since even a "full heal" will result in a very very tiny amount preventing you from refilling it proactively

Could also be that any healing done while using "better than new" stays regardless of losing health states or hemmorhage

I was thinking the perk Self Heal (which totally sucks now), so that combining it with the perks you describe would give it anti Haemorrhage utility to make it so yhe perk has a place in the game.
But discussion floor is open ofc.

I'd sooner look at changing the perks themselves, as others have said. The easiest one to fix would be Resurgence- have it clear the status effect when you're unhooked. It's thematic, it's balanced, and it solves the problem, that one's an easy fix.
The other two, admittedly, I'm not so sure.

With self healing getting gutted and altruistic healing already being really rough in solo,Hem is defo in line for a nerf imho.
