I think I understand why everyone thinks Hux feels weak
TL;DR: He's unique, and people don't like that, on top of not making reliable use out of many perks.

Yes, he is a little weak, and the upcoming patch will fix that, but I think the primary issue is just people aren't used to how he works, whether little experience or simply a dissonance between someones playstyle and how he works.
Hux is very different at his core. Sure you have nurse who can warp through walls, huntress who can throw hatchets, dredge who can teleport with lockers, and legion who's fast as ######### boi, but they're all entirely focused on the chase.
Hux is the first killer who's capable of both Map Pressure and Chase Pressure, the issue is, every killer before him has been one or the other, and almost never both. People have learned chase killers or map killers and most likely lack the experience and knowhow of the other camp, and because of Hux's uniqueness to the formula and requiring you to be on top of Map Pressure and Chase Pressure at the same time, people feel uncomfortable playing him, play sloppy, make the wrong move (mainly over/under rely on pods, among others), and don't have a good time. It gets compounded if the player gets tilted as well.
On top of that, Hux's power is very demanding. It requires you to orientate yourself, to be observent and surveil the gens even as he patrols or chases, and identify sightlines and choke points and where two cameras are optimal to force more EMPs or keep a sighline open after one has been used. The reward for this is being the only killer that is truly everywhere all at once. This playstyle is very confusing and, with lack of a better word, wrong to some people. (As a little aside, I bet you the same people who enjoy playing 079 and do it well in SCP: secret lab are very good with Hux. And if you haven't played SCP:SL and like Hux, you'd probably like playing 079.)
The last part is his dissonance with the current meta for killers. Many killers often run the same build over and over, with some minor modifications depending on the killer and perhaps even the map (via offerings). A good Hux has not much need for gen regression (and I mean as in he's on top of the gens anyway), yet doesn't need chase perks as his overclock is a beast in chase, and is usually spammable until theres a down. This leaves his optimal or fun loadouts rather unknown right now. Aura perks aren't as good, antigen perks aren't as good, stealth perks aren't as good, etc, causing him to feel weaker simply because tried and tested perks now don't work as well or are useless.
Of course, this being DBD, there are some builds right now. Exposed builds due to his teleport, Anti-healing, even speed builds, but many of these are unoptimized and shaky due to his inability to fully use most powerful perks.

In current state, survivors can singlehandely disable all important pods and makes you powerless unless you manually replace it or place it mid-chase, and he isn't even much better at chase than most of other killers.
Without EMP "truly everywhere all at once" might be truth, but sadly that's not the case in today.
It doesn't help no maps are actually designed for him and makes him extremely inconsistent in pure strength itself too.

In my opinion he has way too much counterplay for the effect it has which is just map traversal. I feel like, why not just play wraith?

While we agree with most points, we feel that most people think he's weak because once survivors have the momentum, Hux is effectively a m1 with security cameras.
He can be downright oppressive in the right hands and is definitely hard to use (we sure as **** haven't managed to learn him well enough), but as everyone keeps saying EMPs can be everywhere [with a bit of prep] and kick most the strength out of him against competent survivors. EMPs clean slipstream off everyone , can be used on the run, and cause a minute of downtime to any pod within range (dont know exact time but its a looong while for a killer) with no cost to the survivors other than running to grab one (or speed up printing but since they also auto print...) and just to add salt to our wounds they dont even need to drop their item.

I just wished he was easier to learn and understand. Right now I'm so frustrated with him that I just have no motivation to even play the game right now. I spent a whole week playing him and got no where with him. I'm same today as I was last week when I got him. It's really dishearten because I wanted to be good at him, I wanted to enjoy him but I just don't. I had more fun playing Billy (who I hate with a passion to play as) than Hux. If I could ask for a refund I honestly would bc right now I just don't know if I ever want to try anymore with him. Sucks man....

The Current best Builds for Hux are endgame perks, in my opinion. This is mostly because good survivors will ignore emps unless they are already printed, and only use them if you use your power routinely. Soon, after a couple of chases where you burn through pallets the last gens become a slog, and the chases are super quick. The problem, however, is the exit gates and how to delay opening them. And, with No Way out and Remember Me it gives you time to finish hooking or anything else. Honestly, his builds may change later but a mix of passive delay and Endgame insurance allows you to use his power more.

Haven't really played him enough yet because I'm on holiday at the moment, but from what games I did play when he first came out I found his chase potential to be a bit clunky and required a lot of actions to get a hit or down.
For example during a chase to effectively use his power you need 5 steps.
1. Place pod
2. Target pod
3. Orientate camera & infect survivor
4. Hit target & teleport
5. Land hit in survivor
Imo this is a lot of actions & effort to land one hit & is significantly more than any other killer. You need to be accurate on every step or you lose the chase. To top this off any one of these steps can effectively be stopped using an EMP & you restart the process again.
I did have some successful games with him & he felt enjoyable on certain maps, but I feel there needs to be a smoother process during chase for him to shine. I think if the pod would auto detect the survivor after controlling the camera I would make his workflow feel much smoother. You would still manually need to track & infect the survivor, but just the initial camera orientation would go a long way to making him feel much smoother.

It has nothing to do with him being unique and people not liking that and has everything to do with the fact that you can’t use his power in 90% of scenarios.

It's not because he's unique. He's an M1 killer with extra steps. I have yet to die to a Singularity. He doesn't have map pressure if you don't push gens without an EMP in hand. Overclock is mostly trivialized by smart positioning and pre-dropping. This is a really, really weak killer if the survivors are good at the game and play smart. He's a killer who gets beaten if the survivors are capable of playing checkers for 10 minutes.

For me it just feels bad to do all that, get a down, hook them and they lose the pod.
like i understand why its like that, ut it still feels bad that all my effort is gone then especially since EMPs are really easy to get anyway.
