My short take on the upcoming perk updates
Hello! I'm a survivor/killer main that has been playing this game for a very long time! I love weird perks that can actually work well! Here's my take on the upcoming perk changes:

Coup de Grâce: Amazing buff. As someone who has been using it occasionally since release, I'm afraid it might be TOO amazing of a buff with certain killers (ex: Legion). We'll see.
Claustrophobia: I can see this becoming very, very annoying in some scenarios. It seems strong on paper, but we'll see.
Hangman’s Trick: The devs finally listened. They nerfed the Pig*
Territorial Imperative: Still a bad perk, but objectively better than before.
Remember Me: Oh, we're gonna see more endgame builds now, aren't we?
Hex: Crowd Control: I hate (playing with) hexes. This change is definitely good though, this perk has been a disappointment since release. I look forward to seeing it in my survivor games!
Trail of Torment: Bootleg Surveillance/Insidious got buffed! Hooray! Nice to see a fun perk get a buff!
Prove Thyself: Big nerf, still a great perk though.
Blast Mine: I love kicking gens! 💥ooch💥ouch💥owwie
Wiretap: I love kicking gens! (Alert 0.5)
Saboteur: Oh boy, this is gonna do wonders for my Saboteur, Breakout build! (i cannot express my excitement effectively enough)

Clairvoyance: Here, you can witness a perk rising from "Not Great" to "Probably Gonna Get a Cult Following" status!
Buckle Up: Seems good now? Consistent endurance on downed -> injured heal is going to be game changing in the right circumstances.
Smash Hit: I like it a lot! It's the only exhaustion perk that uses a resource on the map, and not only that, but you have to stun the killer. This makes it a particularly good exhaustion perk if you like to combine exhaustion perks, and I would like to see similar changes to Overcome in the future!
Spine Chill: Makes sense. This doesn't seem to change gameplay, yeah? in fact, doesn't it make the perk's information clearer? Correct me if I'm wrong

I'll only comment on the killer perks since I play killer more. Thought I do think the perks changes are good (other than Hangs and TI l, they both useless perks in my eyes) they just do get me excited to use them over the other perks I like using. Alot of them are just too situational/niche where I have no idea what I would do with them. Trails especially since gen kicking meta is gone and it still highlights the gen you kick to the survivors. Honestly I forgot you even lost trails if someone lost a health state mainly bc I always lost Trails because someone touched the gen I kicked. So the change doesn't change that put of the perk for me.

You play Legion a lot, yeah? I recommend you give Coup de Grâce a go once the changes go live (or honestly, before). My main killers are Legion and Hag, and I find Coup to be particularly useful on Legion! It's less situational than it seems at first glance, but it took me a while to learn exactly where I can successfully use the perk

I like the Coup change.
Not sure about Cruel Limits.
Hangman's Trick is unironically worse which is funny.
Territorial Imperative is, like you said, still bad but less bad.
Remember Me is better, but still inferior to No Way Out imo.
Crowd Control is pretty nutty. If you get good totem luck than you are gonna be EATING through map resources.
Trail of Torment is alright, definitely better than before.
Prove Thyself nerf is really odd. It already wasn't a good perk in 99% of circumstances, so they nerfed the efficiency bonus. However, they also decided to nerf the BP bonus because....idk, get ######### ig?
Blast Mine and Wiretap are just good solid buffs.
Sabo might be okay. Probably still not gonna be super good, but maybe that's for the best.
Breakout seems alright. Better than before.
Clairvoyance is alright. Solid, nothing crazy.
Buckle Up is no longer straight up garbage. It's situationally good.
Smash Hit is still bad, but less bad. I'd like to see Head On get a similar change, maybe not 20 seconds though.
Spine Chill's death was foretold many a moon ago. Only now is it here.

I like the Coup buff, Clown will love it i'm sure.
Crowd Control - Not sure tbh, think i'd still prefer bamboozle

If you're anything like me, you should give Twins a try too! I like them
We should trade our insights and findings sometime! I know that mainly playing Hag has made me look at the whole game from a weird angle, and some wacky things are to be found by digging around a bit!

I've thought about giving Twins a try before, but friends dissuaded me !! I'll definitely try now haha.
I haven't had a lot of time to spend on the game these past few months, so I'm a very rusty casual, I'm not sure I'd have a lot of insight to trade unfortunately ! =(

Crowd control has potential to lock down a chunk of the map for a minute will be nasty on some maps

I will say out of all the changes the coup one is the best one. I may try it on legion again tho last time I used it I just didn't like the feeling of wasting tokens. I have this tendency to lunge even when I don't have to.
