They will always run with a tape. Because teleports wont affect them. And since it only increases when they get hit while carrying a tape, or when someone who carries a tape gets hooked. The whole condemnation will build up much, much slower.

Not true. Holding tape is actually very dangerous. Because then you are giving me chance to slug you. Tape is not removing when you are on ground. I will leave you but whenever someone pick you up, i can hit you again. And add more stacks.

Buckle Up
You can’t always be guaranteed that the Killer will leave a Survivor on the ground in the first place, so when a Perk like Buckle Up comes into play, we want to make sure that it is impactful. We have revisited this perk and given it a new effect.
Upon healing a Survivor from the dying state, both you and the healed Survivor gain the Endurance status effect for 6/8/10 seconds.

You want to slug survivors with a killer that has neither a chase power nor mobility (TVs will mostly be turned off)? If you can manage to do that, you'd be better off tunneling or camping the survivor out of the game. So, that's not really one of Sadako's strengths.
And even if you did manage to get some stacks on them, what's to stop them from removing it? They'll drop a pallet and then run to the next TV and get rid of it.

I just pointed holding tape is not good idea. I am not saying she is perfect, i am not saying nothing should be changed lol.
Sadako has no stun anymore. I am sure you can find way to hit them. If you can't, it's on you. It's not problem for me to hit survivors after they pick up.
