Increase the survivor running speed
You want to make matches more fair, increase the running speed of the survivor and give the survivors a stamina bar for running.

Basically - make sure looping is not a thing, but killers can't get anyone at the start of chase. No. I don't like it one bit. It would 100% change the game for worse

Hmm. A good concept, but it would need a lot of playtesting and tweaking to work well.
What if you start at a base running speed of 4.8 m/s, which progressively gets slower (down to 4.0 m/s on a linear scale) as you fill up the stamina meter. What if you drained the stamina over 6 seconds, and you needed to fully recover their stamina meter (30 seconds) in order to get the speed boost once again (similar to Exhaustion). I could see this being a good basekit change to the survivors, with some tweaks to the speed based exhaustion perks to compensate (maybe drop them down to 140%, or add the effect that they drain stamina twice as fast)
