Every game in the industry that i know has FPS/limit and brightness options.

It's weird have to use Reshade a 3rd party program to see the game better.

As for the FPS i have to mess with config files to unlock.

  It's already on .ini files so that would be less work.

  But no ... if we want to improve the performance and quality we have to rely on 3rd party or conf files or better "play another game"
