Remove 99ing/feathering on hillbilly.

I'll get straight to the point, 99ing adds nothing positive to hillbilly for anybody.

for the uninformed, 99ing, sometimes called feathering, is when you tap the power button when the chainsaw is near full charge to control the exact moment the saw starts, its mainly employed when your tailing right behind a survivor trying to saw them, or when your mind gaming to try and curve around a tile

For newer hillbillies it makes using power to chase in anyway difficult, for experienced hillbillies they have it down to muscle memory and don't even notice it, and for survivors they have very little ways to interact with your saw revving, meaning they cant make you mess up a 99. all this compounds to make the mechanic work only to make the learning experience of hillbilly more difficult, and since survivors cant interact with saw 99ing no counter play is lost if its removed.

I propose that hillbilly revving should work more akin to charging up an artist bird or Wesker dash, hold RMB (or whatever it is on controller) to rev the chainsaw, once its fully rev it stays at 100% charge, then to start the chainsaw sprint you click LMB, and you end the sprint by letting go of RMB. if you let go RMB while the saw is charged or charging, the bar slowly decays just like it does right now.

This change leaves everything hillbilly is currently capable of intact, all the counterplays to hillbilly intact, doesn't massively affect the experience hillbillies, and doesn't affect his balance at all, it just give hillbilly some much needed QOL, makes the learning curve a bit less steep, and makes his design feel more modern.
