What do the rings around survivors when playing as sadako mean?
What is the different between a bright ring and a dulled out one?

Bright white means they have condemned stacks, dull gray means they have cleansed their condemned and have no stacks

Bright grey ring means they just got a stack (or partial stack) of condemned. It should fade to a dull ring after a few seconds.
Dull grey ring means that they currently have some amount of condemned. Could be anything from part of a stack to six stacks with a partial seventh.
No ring means they have no stacks at all.
Red ring means they are at max stacks and are able to be moried.
Static behind the player portrait means they are holding a tape.

Bright red means that survivor has been condemned and can be mori’d when down versus hooked.
