Why do maps have areas where it's impossible to hook a survivor

Feel like this needs an immediate fix. Sometimes I'll pick up a survivor and with 0 sacrifices, hook offerings or sabos I'll be too far away from any hook to hook someone. Why am I getting punished for doing nothing wrong

this happened me on swamp map only. that map has an issue with hooks.

There are plenty of hooks on every map. If you notice a dead zone don’t gravitate toward it. If you ignore it survivors will do the gens closest to it since you won’t be around.
