possibility to put p1 or p2 perks

There are times when I would've liked to put weaker perks to play a bit more nicely against other killers or survivors.

It's not really play nicely. Some perks can work better on lower tiers.
Probably best example is Whispers. It would be amazing on Pig if you could use tier 2.
