The Cenobite does NOT work how he should! affecting both the killer and the survivors.
The Cenobite has issues since he's been re-enabled lately, i've played a few matches against him and i've noticed unusual behaviors with his power that should not work that way.
First, his gateway chains works fine, there's no issues with that part of his power.
All the problems are related to the Box part of his power.
First!
What i've noticed is that when the Cenobite takes the box, Survivors scream like they normally would but NO CHAINS goes on them, they only scream, when they should all 4 have 3 chains on them automatically when the Cenobite takes the box, they only scream.
Second!
When a survivor takes the box early and the chain hunt hasn't started, the one holding the box will have chains summoned to them, when it should only apply once the chain hunt is active, here's a exemple:

Not all the time, but SOMETIMES, when chain hunt is active, even when a survivor is holding the box, other survivors still have chains going for them, like here:
This is what i've noticed that was wrong with the Cenobites power, how does it affect both side?
Well if the Cenobite picks up the box, the survivors only scream and does not have to deal with the chains that should come with it, taking away the little slowdown that should come with it.
On the survivor side, having the box even if you don't plan to solve it right away means you are constantly annoyed with chains so you cannot work, and even if a survivor has a box and they should be the only one affected by chains, other surivovrs are and so can affect their ability to work on gens, heal or escape the killer.
This is affecting both sides, hope it gets fixed soon.

To add a little more depth in this issue, I think the chains on the survivor actually solving the box are inconsistent when the chain hunt is already active. There's no clarification on what the survivor holding the box should do in a chain hunt to avoid being interrupted by a chain when solving the box, it doesn't seem to have consistency, sometimes he can just solve it without a problem, others he is always harassed by chains when trying to solve the box, which could be fundamental in a match if he is gonna solve the box before the killer can interrupt it. I don't think anywhere in the wiki says what you have to do to solve the box while the Chain Hunt is already active to avoid being interrupted.

usually you place yourself in a position where the last chain that tries to get you hit something and you solve it while it tries to get you, stopping more chains from spawning in, but there should be a little delay between each chain, like there's chains every 5 seconds or so, giving you enough time to solve it.

A survivor holding the box will get harassed by chains even if the chain hunt is inactive, this is a feature and it's literally listed in the killer's power description
I would probably agree with the rest of your points but i have yet to encounter any of them

you have to dodge 2 / 3 chains before you get a cooldown long enough to solve the box, that's how it's always worked

It never did that before I assure you, it's one the chain hunt is active that it does that.

I've played enough games as and against the cenobite to tell you that it definitely happens all the time

It should work this way, but doesn't seem to always be the case by solving right after a chain tried to hit you, nevertheless, there should be more clarification in the game and the wiki on what you have to do in these situations.

second "bug" is intentional, survivors who hold a lament configuration will be attacked by chains if they are performing any action even when the chain hunt hasn't started yet
third is also not a bug as far as i know, kate had picked up the lament configuration just as the wave of 3 chains had restarted for you, picking up a lament configuration wont stop that from happening

When did this even change? that's not how it was at release.
How is it not? it never been like this before he got disabled.
