Legion's killer instinct doesn't work

During a "Feral Frenzy" after strikes on survivors, the killer instinct does not work. Sometimes he reappears, but most of the time the killer instinct is absent.💦💦💦

If a person suffers from Oblivious status effect he isn't shown by killer instinct.
Maybe this is the problem?

No, that's not the point. Killer Instinct does not work from the very beginning of the match, when there are no effects on the survivors. A couple of my friends had the same problem. One of them didn't even have the "Julie's Mix Tape" addon working.
