Just like Netflix, they want your $$$ as an individual and take away sharing. Really, REALLY sucks though for those affected. I'm so sorry... :/

It's kind of shady to me that they won't offer refunds to anybody who lost access to specific characters. I get that it's not their fault, but like... I don't know. Odd situation.

What refund? People who used steam family share didn't really pay for that content themselves in the first place, so they're not really owed anything. There's nothing really shady about it, it's definitely frustrating sure, but it's not shady.
Shady would be if someone bought a character by themselves, but then lost that character that bhvr wouldn't issue any form of compensation to the player for the loss of content they themselves had spent money on to begin with.

Sorry, I should have specified that I was talking about cosmetics. If they bought cosmetics and then lost access to the character that the cosmetics belong to.

While I'm sure it's disappointing, it kinda makes sense.
No other platform allows you to share your licenses like this. You couldn't do this on console. It was clearly an oversight.
The issue really isn't that "Steam are being stingy". The issue as always is that Netflix pulled the ST license.

Eh its a policy that has been in place for even before DBD's time. If anything from Valves POV it could be seen as intentionally breaking policy.

If they could have bought the cosmetics from before they were removed from the shop then they could have definitely just bought the ST chapter before it got removed given that it was what on a permanent 30% discount from when it was announced?

It's on them for buying microtrasactions for characters they don't actually own and could be taken away at a moment's notice.
Same reasoning why you shouldn't buy DLCs for games you only have through family share too. If the share is revoked, you can't access those DLCs anymore because you don't own the base game.
Also, if you (general you, not 'you' specifically) bought the ST cosmetics in particular, then it's also on you for not buying the discounted DLC in the several weeks timeframe before it got removed.
That said, I get that this is a special case since the DLC isn't being sold anymore, so it's justified to feel upset about it.

Yeah, your last point is the only reason it feels odd. Obviously I'm not going to blame BHVR for the way Steam operates or anything like that, but it's a sucky situation all around.
