Why is Garden of Joy... like that?
Genuinely asking because I don't understand how this map made it to live servers. Not only is a fairly large map — not a bad thing in and of itself, but the gen spread is equally as large — and it feels like every loop is moderately to insanely safe.
There are very few maps that I think are truly bad these days, and I do give props to the devs for how well they've fixed the problematic loops and things on maps of old, but this one is just so goofy.

couldnt agree more as a survivor main. the main building window is INCREDIBLY safe and you can run the killer for so long wit hit, especially with MFT. the fact that if you block it off by using it too much, there is already another loop right next to you thats incredibly safe. know how to play your cards? the moment the main building window is unblocked, you can leave the loop and go back to main.
its truly disgusting balance wise, and the map isn't even that pretty, i dont understand how people think it is.

This was my exact thinking. You can loop main forever (especially if you have good window RNG) and then run to both gazebo and the truck out front and be totally fine. And even if you've used that, don't worry because there's another god pallet right on the side of the front porch!
I don't mind safe loops if the entire map doesn't consistent of them lmao

Personally, I don't think the value is particularly meaningful. in my statistics on nightlight all maps are missing, as they are not automatically recorded. that should apply to many users

It sure feels like it.
When I'm playing survivor its actually hard to lose on garden of joy. The mass amount of strong pallets + an almost infinite main building makes it very easy.
As killer I almost always have to sweat and play as hard as possible, ensuring neither side actually has any fun.

Honestly I think it's because the dev team has limited time to test the balance of maps once they're made and given basic QA testing, because they're already looking at the next 3 maps they need to design. Think about the state in which Decimated Borgo and Toba Landing released. The difference between them and GoJ is that they actually received some fixes and aren't terrible now (though Borgo is still very strong for Survivors). At least Nostromo Wreckage looks manageable...
The alternative explanation is that everyone at BHVR only plays Blight, Nurse and Spirit and none of them sees any problem with the maps they make :)
