Regarding a Skull Merchant rework...
I know you would like to rework her, could you please make the drones able to fly after Survivors. That seems like its an integral idea about spy or attack drones that was denied in Skull merchant's first iteration.
I think the idea of the threat and eye that looms above is the best idea for reworking the Skull merchant. So Drones that follow the Survivors in the skies would certainly be where idd start, but I wish your designers the best of Luck, Skull merchant is a hard nut to crack just thinking about it.

How would you make it not too similar to Knight?

Knight's guards don't fly after Survivors like a Spy drone does, Knight's is a somewhat active chase. Drones don't need to be that.
