i guess that's new normal now - keeping radio silence after releasing PTB and just dropping last minute changes.

Bit of an overreaction, ngl.
The changes dropping earlier than release changes nothing about the released product. Hell, it's even releasing a day earlier than usual.
Besides, for all we know there isn't much changing to begin with. Xeno certainly didn't need any major number changes, as far as I could tell.

...What difference does it make, though? The changes happen either way, the literal only difference is how much time there is for players to discuss it before it hits.
Don't get me wrong, I'd probably prefer earlier dev updates because I enjoy thinking about changes in theory before I get my hands on them in practice, but it's hardly a requirement because it doesn't make any material difference.
I've never understood some parts of the community's take on communication and transparency. It feels really arbitrary a lot of the time.

It’s releasing on a Monday, if I’m not mistaken. Thus far, most releases have been on Tuesdays or Wednesdays.

Which changes what, exactly?
If you see the dev thoughts as patch notes, then there is no relevance to them to begin with. It's the philosophy behind the changes that is relevant, which is not changing if it's released later.
Hell, it could even release after the chapter has dropped and it still wouldn't matter.

What's there to prepare for? You can only really feel the impact of changes by trying them out for yourself, ie., when the patch is live. Speculation about something you haven't seen in action yet is rarely helpful.

Prepare how, though?
I did see what happened with Sadako's changes. I wouldn't be surprised if the devs wanted only a single day of that nonsense, instead of a full week or similar. Learning about those changes earlier doesn't mean people would have time to come around to them, because actually playing with them is required for that.
