No idea how complicated it would be to prevent flashlights from appearing in chests, so I think killswitching the coins is the best way to go.

Killswitching coins wouldn't solve the issue though, they'd still just open all the chests and have a decent chance of getting at least one flashlight.
Time to killswitch survivors.

I don’t think that’s something that they can killswitch. They could killswitch coin offerings but that’s the best they can do honestly.

I don't think the devs can just prevent chests from spawning flashlights without a patch. They should killswitch coins as to prevent extra chest spawns.
