Do they make this perk look like a static blast of the doctor so that it only works 1 time in range, or will it remain broken?

  Well, this perk can make 1 survivor scream only 1 time, if that's what you're talking about.

  yes, even if you hide in the closet. no, not about that. While the perk is active, the killer can walk across half the map, causing blindness and causing to scream. the doctor can't do this
