Puppy Guarding Fix

( General killer rule or new perk idea ) to discourage puppy guarding I have thought of a new perk or idea, the killer puts a player on a hook, if the killer stays within X meters of the recently hooked survivor for Y seconds, the killer receives the blindness effect until it leaves the radius or for a certain amount of time ( if it is a perk it should be called a Shimmer Of Hope, or it is an offering a Blazing Star )
